  Beside the inexplainable passing on and shallow treatment for the word "respecting" in "Congress shall make no law respecting an establishment of religion", would a native speaker really express the same purpose for this as that interpreted by the courts, using "of" rather than "to" or "for"?

And for the second amendment, had things been taken sufficiently free of wishful thinking, would "the security of a free State" have really not appeared being about only the external security? And would not constructions like "Weather permitting, we shall have picnic tomorrow" been enough to also see the conditionality in the amendment?
