884: Dealing With Corona Virus

Imagine what could have happened to this country if it were dealing with situations that require applying the probable cause test, like the way this corona virus situation was dealt with by those with the authority (executive and legislative) at the various governments. This criticism goes both ways, for doing what is far from being necessary and not doing what is closer to being necessary. Actually, with the probable cause issue, one has only the outside-in path on suspects of crimes. That is not the same with an issue that directly affect the self like this. There was no need for this direct jump by governments to make external requirement on how people should behave here. There were no explanation why should the instinct of self preservation be seen as insufficient without external enforcement here. Using this self preservation path, the government can also provide the information necessary about risk factors (like those in the table below) to the public so that any person with riskier susceptibility to the diseases can self-identify then gets special financial support if that identification is correct. 
Look at the death of people with underlying conditions in the first table Here. Have the main and local governments in this country started yet to use that data to proactively protect the more vulnerable as suggested above? Or are they just letting them get infected, then count the number of deaths, inhibited by denial to earlier misdealing with the situation, or controlled by trying to establish a group identity through treating everyone the same way against this virus? Of course that is if the reason is not corruption to begin with.
